Here is the Belgium 20 Fr 1865.
What do you think - is it S over C in "FRANCS"?

Absolutely no idea, since I haven't any belgium catalogue. Have you?
The only variety I know is L with a dot under the head (Krause mentioned it).

No sorry. The only other gold reference I have is Hans Schlumbergers European gold coin guide book. There is no mention of your variety?
All it says is that there was a mintage of 1,026,103 and an additional 522,310 which were struck in 1866 but it doesn't say if there are any differences to identify the two.
